Exploratory qualitative research was commissioned to help understand public perceptions of HM Revenue and Customs (HMRC).

HMRC will use findings from this research to support corporate communications activity.

This report examines:

  • existing perceptions of HMRC on customer service, treating people fairly, and ensuring compliance with the rules
  • how perceptions of HMRC are formed
  • how perceptions of HMRC might be changed
