Buses Minister Baroness Vere wrote to coach, rail and local authority representatives on 16 December 2021 regarding the application of the Public Service Vehicles Accessibility Regulations 2000 (PSVAR) to home-to-school (HTS) and rail replacement (RR) coach services.

The letter states the government’s intention to extend existing exemptions for closed-door HTS services to the end of the 2021 to 2022 academic year.

It also confirms that qualified medium-term exemptions will be offered for RR and HTS services that are still not compliant when existing exemptions expire in June 2022 and July 2022 respectively.

These medium-term exemptions aim to ensure that essential HTS and RR services can continue to run while requiring operators to become increasingly compliant with existing legal obligations.

The ability to apply for a medium-term exemption was made available in April 2022.
