These guidelines set out the generic competition process used by the Department for Transport to specify and procure the operation of franchised passenger rail services as part of the rail franchise programme.

Publication of the guide reflects the department’s ongoing commitment to ensuring that the process for awarding franchise contracts is transparent to the market and stakeholders.
