In March 2011, the government set up an independent review of health and safety legislation to make proposals for simplifying it. This review was chaired by leading risk management specialist Professor Ragnar Löfstedt.
We published Professor Löfstedt’s report ‘Reclaiming health and safety for all: An independent review of health and safety regulation’ on 28 November 2011.
Professor Löfstedt’s report sets out a number of recommendations that will:
- reduce legal requirements on business that do not lead to improvements in health and safety
- remove pressures on business to go beyond what the law requires, enabling them to reclaim ownership of the management of health and safety
Government response
We published the Government response to the Löfstedt Report on 28 November 2011. The response fully supports the Professor’s recommendations and sets out the next steps for implementation.
Terms of reference
The terms of reference for the review were finalised by Professor Löfstedt and the advisory panel. They were agreed by the Minister for Employment.
Call for evidence
Professor Löfstedt and the advisory panel asked all interested parties to provide evidence and examples to help inform the review of health and safety law. The call for evidence closed on 29 July 2011.
