The Regulatory Policy Committee (RPC) provides the government with external, independent scrutiny of new regulatory and deregulatory proposals. For the 2015-17 parliament the RPC was the appointed Independent Verification Body in respect of the Business Impact Target (BIT), which is a cross-government target for the reduction of regulation on business.

The Secretary of State has a duty to publish a BIT under section 21 of the Small Business, Enterprise and Employment Act 2015, and to report on the government’s performance against that target. The Department for Business, Energy and Industrial Strategy (BEIS) published the government’s final report against the BIT for the 2015/17 parliament on 22nd May 2018.

This report provides the RPC’s independent view of that account.
