The following report was the first claim to be considered by the Panel, that of the painting “A View of Hampton Court Palace” by Jan Griffier the Elder at the Tate Gallery.

This oil painting, executed on copper and signed by the artist, is a panoramic view of Hampton Court Palace seen from an easterly viewpoint.

The panel found that the claimant’s mother, who had lost the painting in circumstances described by the panel as being tantamount to a forced sale for an undervalue, had been deprived of this painting in circumstances owing to the Nazi era.

The panel recommended an ex gratia payment of £125,000 to the claimant on behalf of himself and the other members of his family and that the Tate Gallery should display alongside the picture an account of its history and provenance during and since the Nazi era, with special reference to the claimant and his family.
