HMRC commissioned this research to explore parents’ and childcare providers’ initial reactions and likely behavioural responses to key draft correspondence materials and online guidance. The report also explored reactions to the overall customer journey and identified any changes that could be made to improve understanding.

It was carried out by IFF Research, who conducted 60 in-depth face-to-face interviews in December 2015 and January 2016.
