Announced in the Autumn Statement 2013, and led jointly by Natalie Elphicke and Keith House, the review considered how councils can help to increase housing supply for their communities across all tenures.

This report presents the findings of the reviewers that local authorities could do more to play a central role in supporting the provision of new homes, across all housing tenures, by becoming housing delivery enablers and taking responsibility for making development happen in their area.

The reviewers engaged with relevant organisations across central and local government, housing, finance and investment sectors as well as developers and specialist segments of the market in arriving at their findings.

A press release announced the launch of the report and government’s initial response to the report has also been published.
