Announced in the Autumn Statement 2013, and led jointly by Natalie Elphicke and Keith House, the review is considering how councils can help to increase housing supply for their communities across all tenures.

This update draws on the extensive cross-market engagement, including a call for evidence and consultative events with key players, to identify the key headlines and emerging themes from the review so far.

It recognises that local authorities have a key role to play in ensuring delivery to meet the housing needs of the local population, and are well placed to drive a step change in housing activity and delivery. It also points to a number of challenges for local authorities and their partners, and sets out some of the areas to be addressed in the next phase of the review.
