A detailed review of the property schemes that have been progressively rolled out from 2010 to 2017 and now apply to all phases of HS2.

Suggested changes to the schemes were considered in light of the 5 objectives which were originally set by the government when the package of support was first proposed. These were:

  • fairness
  • value for money
  • community cohesion
  • feasibility, efficiency and comprehensibility
  • functioning of the housing market

This document examines each issue, setting out the principles behind the government’s policy, and its conclusions.
