On 27 November 2015 the Lead Commissioner wrote to the Secretary of State proposing that certain functions are returned to the council to exercise.

On 11 January 2016 the Lead Commissioner wrote to the Secretary of State again with further information, and on 14 January provided auxiliary information, in support of the proposal.

The letter from the Department for Communities and Local Government outlines a revised intervention package proposed by the Secretary of State, and invites representations from the council.
