Details

The letter from the Department for Communities and Local Government outlines a revised intervention package. The explanatory memorandum notes that Mary Ney will become the Lead Commissioner, replacing Sir Derek Myers who will be stepping down at the end of March 2017.

The Directions return 7 functions to the council to exercise. These are adult social care and the council’s partnership with the NHS, external partnerships, appointment of council representatives to external bodies, economic growth, town centre, grounds maintenance, and audit.

The Directions have been made by the Secretary of State for Communities and Local Government under section 15(5) and (6) of the Local Government Act 1999 and the Secretary of State for Education under section 497A(4B) of the Education Act 1996.

An accompanying explanatory memorandum sets out the circumstances in which these Directions have been made, the reasons for exercising these powers and the implications of the Directions for the authority.
