To provide assurance of compliance with the requirements of the Renewable Transport Fuel Obligation (RTFO) and Sustainable Aviation Fuel (SAF) Mandate, obligated parties must appoint independent verifiers to provide assurance on the accuracy of data submitted to the Administrator.

This guidance explains what obligated parties need to do to meet assurance standards to demonstrate compliance. It explains the processes that:

  • recognised verifiers and suppliers of relevant transport fuel must follow to undertake assurance of obligated parties’ data
  • individual verifiers can take to be recognised by the Administrator
  • voluntary schemes can take to be recognised by the Administrator

Carbon and sustainability data must be independently verified before certificates are awarded. The 2025 RTFO and SAF Mandate third party assurance guidance provides information on:

  • the purpose and requirements of verification
  • planning and risk assessment
  • developing an assurance strategy
  • reporting and assurance statements
  • voluntary scheme and other national system recognition
