Details

This department commissioned research into the extent and value of planning obligations (also known as section 106 agreements) entered into in England in the year 2011 to 2012. This work built upon 3 previous studies undertaken for 2003 to 2004, 2005 to 2006 and 2007 to 2008.

The scope of this update has broadened to evaluate the ongoing role of planning obligations in the context of the shift to the new regime created by the introduction of the community infrastructure levy. It also investigates the extent to which planning obligations can affect development viability and stall potential development sites. As in previous years, the study included a survey of local planning authorities in England.
