Home Office Permanent Secretary, Sir Philip Rutnam, commissioned Sir Alex Allan to conduct an independent review into the support provided by Home Office officials to the then Home Secretary, Amber Rudd, immediately before, during and after the Home Affairs Select Committee hearing on 25 April 2018.
The purpose of the review was to establish the facts in relation to the actions of officials during this period. Sir Alex Allan was also asked to advise on whether there was potential misconduct by individual officials. The scope of the review reflected the Permanent Secretary’s role, which includes responsibility for the conduct of civil servants in the department but does not extend to the conduct of special advisers or ministers.
