The research aimed to explore:

  • how the permit scheme regulations have been implemented
  • whether permit schemes are effective
  • where improvements could be made to the regulations or the way in which they are operated

The department supports the report’s central recommendation that authorities not currently operating a permit scheme should consider introducing one. We will be working with the Highway Authorities and Utilities Committee (England) over the coming months to consider all of the recommendations.

The Department for Transport commissioned Ecorys UK, an independent research firm, to evaluate the effectiveness of street works permit schemes.

Background to street works permit schemes

Permit schemes have operated in England since 2010 as a way of local highway authorities planning and managing street and road works. There are now over 100 such schemes in operation (65% of local highway authorities).
