In August 2019, the Student Electoral Registration Condition came into effect. Enforced by the Office for Students, it requires all higher education providers in England to cooperate with their electoral registration office (the electoral registration team within their associated local authority) to facilitate voter registration and the general democratic engagement of their students.

The Cabinet Office commissioned IFF Research to undertake an evaluation of the Condition, which sought to understand how the Condition is being interpreted and implemented within the sector, and its effectiveness to date. Results are presented from telephone surveys and case studies with higher education providers, electoral registration offices, and key stakeholders.
