An equality analysis of a policy change aiming to help schools in England to raise the standard of teaching through dealing with teacher underperformance.

It looks at the available evidence in order to determine whether:

  • the changes will have a greater impact on any particular groups of pupils or teachers
  • that impact is justified in the light of the purpose of the policy
