This policy framework ensures that transgender individuals are treated with respect and sensitivity while they are in custody, and that the safety of anyone in our care, transgender or not, is prioritised.

This framework replaces and builds on Prison Service Instruction (PSI) 17/2016: The care and management of transgender offenders, published in 2016.
The aim of this policy framework is to detail the minimum mandatory requirements which are needed to care for and manage individuals who are transgender.
In doing this there is an emphasis on adopting a balanced approach which considers the safety and needs of those who are transgender whilst ensuring that decisions do not have any negative impact on the wellbeing and safety of others, particularly in custodial settings such as in women’s prisons.
The framework supports Governors, National Probation Directors and all providers of services on behalf of HM Prison & Probation Service (HMPPS) to ensure they are compliant with the relevant legislation including the Public Sector Equality Duty (Equality Act 2010).
