This report was published as part of the DECC update - Autumn 2015

In section 109 of the Energy Act 2011, the Government committed to producing an annual report to Parliament, setting out the Energy Company Obligation (ECO) and Green Deal’s contribution to fulfilling the duty under section 4(1)(b) of the Climate Change Act 2008 (carbon budgets). This is the second annual report.

Improving the energy efficiency of the country’s homes is an essential step towards meeting the UK’s climate change commitments, and is also an important part of keeping energy bills as low as possible. In 2014, the Department reached its goal of improving the energy efficiency of 1 million homes through the Energy Company Obligation and the Green Deal. This second annual report sets out the impact of the installed measures in lifetime savings in carbon, the provisional impact to the carbon budgets and the notional lifetime bill savings.
