This is the second annual report by the Pensions Regulator which superseded the Occupational Pensions Regulatory Authority (Opra) on 6 April 2005.

The Pensions Regulator is an executive non-departmental public body accountable to the Secretary of State for Work and Pensions.

This paper was laid before Parliament in response to a legislative requirement or as a Return to an Address and was ordered to be printed by the House of Commons.
