This report investigates how benefits that arise from agglomeration are supported by improved connectivity of new or improved transport infrastructure. The theory underpinning these research recommendations can be applied to a wide variety of transport upgrades.

It focuses on the following themes:

  • an explanation of agglomeration theory
  • the 3 tools that can be used to strengthen agglomeration effects
  • recommendations to increase these effects, including case studies

The report was also motivated by the opening of Crossrail, for which the 2007 business case estimated £7.3 billion in agglomeration benefits.

Arup conducted the research on behalf of the Department for Transport.
