UK-Iraq: Conflict, Stability and Security Fund

The UK’s Conflict, Stability and Security Fund (CSSF) launched on 01 April 2015. This new funding instrument has replaced the Conflict (prevention) pool. The UK has allocated CSS funds for Iraq.

Details

The CSSF is governed by the UK’s National Security Council (NSC) and supports the delivery of the UK’s Building Stability Overseas Strategy, the National Security Strategy 2010, the Strategic Defence and Security Review and Country (and regional) specific strategies using the full range of UK government capabilities and expertise in tackling conflict, instability and insecurity. The Fund builds upon the successful activity of the Conflict Pool, expanding to include a wider range of activities and approaches across government.

The CSSF has a top-down approach with more NSC oversight and an emphasis on impact in-country. Under the CSSF we fund fewer, larger, more strategic programmes which complement existing UK government in-country work.

Iraq and the CSSF

In Iraq for the financial year 2015 to 2016, the CSSF mainly focused on stabilisation and stability activities across 3 thematic areas:

  • political reconciliation
  • community cohesion
  • security, including counter-Daesh strategic communications

In financial year 2016 to 2017, the CSSF will focus on 4 interrelated areas:

  • reconciliation
  • stabilisation and resilience
  • counter-Daesh strategic communications
  • reform

More attention will also be shifted to addressing the underlying causes of Daesh.

The majority of Iraq’s CSSF allocation will be targeted at eligible Official Development Assistance (ODA) activity.

Tenders and calls for bids: Iraq

We expect to announce invitations to tender to organisations on the CSSF Procurement Framework throughout the year, including the announcement of a Youth Political Leadership project. However, the dates for announcements are not fixed. Please see Ted Europa for more details and the London contact details for enquiries. Suppliers off the list can submit bids in partnership with a supplier from the list. Suppliers on and off this list have been encouraged to partner up to ensure value for money and that the full market is tested.

CSSF guidance stipulates that Embassies should no longer run calls for bids/proposals. Please note that the CSSF is just one of a number of UK programme funds. The British Embassy Baghdad may continue to advertise tenders and calls for bids/proposals for other priority areas including but not limited to human rights and cultural projects.
