This report of the Independent Advisory Panel on Non-Compliance Management suggests a safe framework to the Home Office for using force when removing people from the UK. It includes a training package for detainee custody officers who escort those being removed from the UK.

The Home Office has published its response to the report and a written ministerial statement on a ‘new system of restraint for managing people safely during immigration removals’ has been laid in the House of Commons by James Brokenshire MP and in the House of Lords by Lord Taylor of Holbeach.
