Research report analysing the potential effects of the ‘Vnuk judgment’, made in 2014 by the European Court of Justice on compulsory motor insurance in the United Kingdom.

The analysis considered the impact of 5 potential courses of action following the Vnuk ruling, each with varying degrees of liability. Currently, in the UK, motor insurance liability is unlimited, so any policy action limiting it would be a significant change from current practice.

The analysis was completed by the Government Actuary’s Department between 2017 and 2019 at the request of the Department for Transport.
