This research looks at the transport analysis guidance (TAG) and the wider economic impact of transport investment. Findings recommend amending the uplift factor as will bring benefits to the direct users and will reduce costs for firms operating in ‘imperfect competition’.

It is done in 2 parts: 

  • a review of output change in imperfectly competitive markets parameter for TAG
  • a final consolidation of uplift factor calculations for imperfect competition

TAG provides information on the role of transport modelling and appraisal and how the transport appraisal process supports the development of investment decisions to support a business case.
