Provider memo 37: Job Entry Targeted Support (JETS) guidance

This memo is for Work and Health Programme (WHP) providers.

Background

Providers will be aware that the WHP programme design has been adapted to take into account a number of temporary measures necessitated by the ongoing COVID-19 event.

Recent changes mean the WHP has 2 elements to the programme:

  • the intensive support provided by the core programme
  • the WHP Job Entry Targeted Support (JETS) which provides specific support to help those recently unemployed to find work

The WHP JETS element went live on 5 October 2020.

Amendments to Provider Guidance

The WHP COVID-19 Provider Guidance has been amended to include WHP JETS. The chapters that have had amendments to reflect the WHP Job Entry Targeted Support (JETS) are as follow:

  • Chapter 1: Introduction and Overview
  • Chapter 2: Participant Identification, Eligibility and Referral
  • Chapter 3b: Acknowledging referrals, initial Participant engagement and registering a start (new chapter for WHP JETS only)
  • Chapter 4: Action planning
  • Chapter 6: Working with Participants with complex needs and /or additional support requirements
  • Chapter 10: Change of circumstances and notifications
  • Chapter 11: Programme completers and early exits
  • Chapter 12: Participant Complaints
  • Chapter 13: Funding Model
  • Chapter 14: Validation
  • Chapter 15: Data Sharing between DWP and Providers
  • Chapter 16: Performance Management and Compliance Monitoring

Annex 2 will continue to be available on the GOV.UK website for a short period, after which the associated letters and forms will be available via Jaggaer. Should you require accessible versions of these forms you will need to request them via the WHP Live Running Policy Team at [email protected]

  • WHP JETS Man Appt version 1 – Work and Health Programme Job Entry: Targeted Support (WHP JETS) Mandatory Appointment Notification
  • WHP JETS Vol Appt Version 1 – Work and Health Programme Job Entry: Targeted Support (WHP JETS) Voluntary Appointment Notification
  • WHPJETS01 Version 1 – Participant mandated to attend FTA’s initial appointment (this will be uploaded to Jaggaer shortly)

If provider logos are added to any of the appointment letters above, these will have to adhere to England only ESIF Branding and Publicity Requirements, you must send to [email protected] for approval (this includes anything that the public will have access to).

Providers will appreciate that the COVID-19 situation is highly changeable. We hope we have captured the principle impacts on WHP JETS Provider Guidance, to date, but accept there may be further considerations or decisions yet to come.

The guidance adaptations, due to COVID-19, will be under constant review to ensure the approach is appropriate in the changing climate. We will give suitable notification of changes in line with Commercial protocols as we seek to return to business as usual.
