Provider memo 57: Issue identified related to when providers are aware that a Participant is an SCR case or has MAPPA restrictions with SCR status for ESF audit requirements

Background
This memo is to alert you of an issue that relates to cases where providers are aware/ have noted that a Participant is a Special Customer Record (SCR) case or has Multi-Agency Public Protection (MAPPA) restrictions with SCR status.
Specifically, (for ESF audit requirements) instances where providers have incorrectly noted ‘MAPPA’ on the:
- ESF14-20m (Initial Forms) and the
- ESF14-20m (End Forms)
The correct action is outlined in following guidance chapters which provide full instructions on the action that must be applied by providers when they are aware of any Participant that is a SCR case or has MAPPA restrictions with SCR status:

Summary
1. Please ensure, with immediate effect, that when working with any Participant that is a SCR case or has MAPPA restrictions with SCR status, that you and all of your subcontractors follow the Work and Health Programme Provider Guidance chapters and the Generic Provider Guidance as supplied above.
2. This issue has an impact on:
- The Safeguarding Vulnerable Groups Act 2006 (Disclosure and Barring Service for England and Wales),
- The Safeguarding Vulnerable Groups Order (Northern Ireland) 2007 and Protecting Vulnerable Groups Act 2007 (PVG Scotland) and also
- The Multi Agency Public Protection Arrangements (MAPPA) England and Wales and MAPPA Scotland.
- European Social Fund (ESF) requirements.
Actions
For ESF Audit requirements please ensure that you follow the actions as set out below and within guidance as noted.
ESF1420m form (Initial)
Where you are aware that the Participant is a SCR case or has MAPPA restrictions with SCR status, you should send a clerical ESF1420m form (Initial) by post directly to the ESF Admin Team, annotated ‘Restrictions Apply.
ESF14-20m (End Form)
Where you are aware that the Participant is a SCR case or has MAPPA restrictions with SCR status, you should send a clerical ESF14-20m (End Form) by post directly to the ESF Admin Team, annotated ‘Restrictions Apply.
Incorrectly Submitted ESF1420m form (Initial)
Any ‘ESF1420m form (Initial)’ forms which are submitted and found to be incorrect will be rejected and returned to you. These will need to be resubmitted, ensuring you follow guidance correctly.
Incorrectly Submitted ESF14-20m (End Form)
Any ‘ESF1420m form (End)’ forms which are submitted and found to be incorrect will be rejected and returned to you. These will need to be resubmitted, ensuring you follow guidance correctly.
