Provider memo 79: WHP Signposting Referrals

Updated 23 December 2024

To: Work and Health Programme Providers

From: Work and Health Programme Operational Policy Team

Subject: WHP Signposting Referrals

Action: For information and action

Timing: Immediate

Background

The Work and Health Programme (WHP) including WHP Pioneer is publicly funded provision. Therefore, participants, as well having the right to live and work in the UK, must also have recourse to public funds.

If a participant has “no recourse to public funds” they will not be eligible for WHP or WHP Pioneer. You should therefore check this during basic eligibility checks.

Summary and action

If the participant does not have a British Birth Certificate or British Passport, their visa or biometric residence permit must be checked to establish that they have recourse to public funds.

Please note: You should not keep copies of identification for example passports, birth certificates you should only note the reference/serial number of these documents and hand them back.
