This report presents the findings of a process evaluation of the Youth Employment Initiative (YEI). The YEI is part of the European Social Fund Operational Programme: 2014 to 2020 and aims to help young people who are not in employment, education or training towards sustainable employment.

This is the first of 2 evaluations of the YEI in England. It looks into 3 important elements:

  • strategic fit – how the YEI fits with EU, national and local objectives
  • design – how the YEI programme was developed by different partners
  • implementation – how the delivery of the programme has progressed in its early stages

The report also includes preparations for the second evaluation, which will look at the impact of the YEI.
