Key findings this quarter
Two requests are being published this quarter: His Majesty’s Prison and Probation Service’s (HMPPS) Creating Future Opportunities (CFO) (6th analysis) and, Stepping Stones (Forward Trust).
HMPPS CFO (6th analysis)
HMPPS CFO intervention is based on one-to-one case management, to help participants access mainstream services, with the aim of gaining skills and employment. The programme operates in three settings: in the community, in custody and through the gate (TTG). The headline analysis assesses the reoffending behaviour of 3,520 men participating with the programme in the community between 2015 and 2021 (concluding in or after August 2018). Additional analyses were also conducted on male and female participants who received support from HMPPS CFO in each of the settings above.
The overall results show that men who took part in the programme in the community were less likely to reoffend, reoffended less frequently and took longer to reoffend than those who did not take part. These results were statistically significant.
Stepping Stones (Forward Trust)
The Stepping Stones programme, delivered by Forward Trust, works with men and women in prisons in London, the South East and the East of England, who are using substances at harmful or dependant levels. The programme aims to provide individuals with safe coping skills to help manage any symptoms they may experience whilst cutting down or abstaining from any medications or substances. The evaluation considers the reoffending behaviour of 265 men who began the programme in prison in 2018. This analysis only considers males as there were too few females within the cohort so it would be unlikely to produce a statistically significant result.
The overall results do not show that the programme had a statistically significant effect on a person’s reoffending behaviour.
Justice Data Lab service: available reoffending data
The Justice Data Lab team have brought in reoffending data for the first quarter of the calendar year 2022 into the service. It is now possible for an organisation to submit information on the individuals it was working with up to the end of March 2022, in addition to during the years 2002-2021.

The bulletin is produced and handled by the Ministry’s analytical professionals and production staff. Pre-release access of up to 24 hours is granted to the following persons: Minister of State, Lord Chancellor and Secretary of State for Justice, Special Advisers, Permanent Secretary, Deputy Head of News, 1 Director General, 6 press officers, 6 policy officials, and 11 analytical officials. Relevant Special Advisers and Private Office staff of Ministers and senior officials may have access to pre-release figures to inform briefing and handling arrangements.
