Summary of the Social Housing Decarbonisation Fund statistics: February 2024

Introduction

The Social Housing Decarbonisation Fund (SHDF) is a government scheme designed to upgrade a significant amount of the social housing stock currently below Energy Performance Certificate (EPC) C up to that standard.

The government launched Wave 1 of the SHDF in August 2021. It has awarded around £179 million of grant funding for delivery from 2022 into 2023 and will see energy performance improvements to up to 20,000 social housing properties.

Successful projects within Wave 2.1 of the SHDF were announced on 22 March 2023. Wave 2.1 of the SHDF awarded around £778 million of grant funding, delivering from 2023 to 2025.

What you need to know about these statistics

The data in these statistics are based on returns submitted by mid-February 2024, covering measure installations to the end of December 2023. The Wave 1 data is based on returns from 66 local authorities, with completed installations reported by 60 local authorities. The Wave 2.1 data is based on returns from 105 grant recipients, with completed installations reported by 28 grant recipients.

All figures in this publication are provisional and subject to revision.

Key statistics

Delivery by month

To the end of December 2023, the Social Housing Decarbonisation Fund (SHDF) Scheme Wave 1 delivered 25,000 measures in 13,100 households. The total number of measures delivered to date has increased by 9% from last publication, reflecting delivery in an additional month and revised data from local authorities.

Measure delivery for SHDF Wave 1 in the last 3-month period declined by 58%, down from 5,200 measures delivered in July to September 2023, to 2,200 in the 3 months to December 2023. This decline in Wave 1 delivery is expected as delivery under Wave 2.1 increases, but data for the latest period may also be revised in future publications.

To the end of December 2023, SHDF Wave 2.1 delivered around 3,800 measures in around 2,000 households. Measure delivery under Wave 2.1 increased each month from April to November 2023 but fell in December, reflecting the usual seasonal trend. It is also expected that data for the latest month will be revised in future publications.

Delivery by measure type

The majority of measures installed over the period under SHDF Wave 1 were insulation measures (14,500 measures, 58%), with windows and doors measures accounting for 21% (5,300 measures) and electricity related measures accounting for 15% (3,700 measures) of measures installed.

Like Wave 1, the majority of measures installed over the period under SHDF Wave 2.1 were insulation measures (2,700 measures, 70% - a greater majority than under Wave 1), with windows and doors measures accounting for 13% and electricity related measures accounting for 10% of measures installed.

Delivery by region

Of the 25,000 measures installed under SHDF Wave 1, 4,800 measures (19%) were installed in the North West region, with 3,900 measures installed in West Midlands (15%) and 3,500 measures in North East (14%).
