Summary of the Social Housing Decarbonisation Fund statistics: June 2024

Introduction
The Social Housing Decarbonisation Fund (SHDF) is a government scheme designed to upgrade a significant amount of the social housing stock currently below Energy Performance Certificate (EPC) C up to that standard.
The government launched Wave 1 of the SHDF in August 2021. It has awarded around £179 million of grant funding for delivery from 2022 into 2023 and will see energy performance improvements to up to 20,000 social housing properties.
Successful projects within Wave 2.1 of the SHDF were announced on 22 March 2023. Wave 2.1 of the SHDF awarded around £778 million of grant funding, delivering from 2023 to 2025.
What you need to know about these statistics
The data in these statistics are based on returns submitted by mid-June 2024, covering measure installations to the end of April 2024.
The Wave 1 data is based on returns from 66 local authorities, with completed installations reported by 62 local authorities.
The Wave 2.1 data is based on returns from 102 grant recipients, with completed installations reported by 39 grant recipients.
All figures in this publication are provisional and subject to revision.
Key statistics
Delivery by month
To the end of April 2024, there were around 39,300 measures installed in around 20,200 households under SHDF.
SHDF Wave 1 has delivered around 31,200 measures in around 15,800 households over the period. Delivery under Wave 1 has tailed off as Wave 1 closes and Wave 2.1 progresses. However, data for the latest period may also be revised in future publications.
SHDF Wave 2.1 has delivered around 8,100 measures in around 4,500 households up to the end of April 2024. This is an increase of 12% from last publication, reflecting delivery in an additional month and revised data from grant recipients.
Measure delivery under Wave 2.1 increased each month from April to November 2023 but fell in December reflecting a seasonal trend seen across other household energy efficiency schemes. Measure delivery in the last 3-month period declined by 6%, down from 2,900 measures delivered in November 2023 to January 2024 to 2,700 in the three months to April 2024. There were around 600 installations in April, compared to around 1,200 in March and around 900 in February, but it is likely that data for the most recent months will be revised upwards in future publications. Delivery by measure type
The majority of measures installed over the period under SHDF Wave 1 were insulation measures accounting for 59% (18,500 measures), followed by measures to upgrade windows and doors, such as double or triple glazing, accounting for 22% (6,900 measures) and electricity related measures, for example solar PV, accounting for 13% (4,000 measures).
Similar to the pattern for Wave 1, the majority of measures installed over the period under SHDF Wave 2.1 were insulation measures accounting for 57% (4,600 measures). Solar PV accounted for 19%, and windows and door measures accounted for 13% of measures installed. Low carbon heat measures accounted for 6% of Wave 2.1 measures installed, and only 4% of Wave 1 measures installed.
The single most common measure installed under Wave 1 and Wave 2.1 is loft insulation, accounting for 24% and 25% of measures installed respectively.

ASHP: Air Source Heat Pump; GSHP: Ground Source Heat Pump; Other heat contains all non-ASHP and non-GSHP forms of low carbon heat and heating control measures.
Delivery by region
Of the 31,200 measures installed under Wave 1, 5,400 measures (17%) were installed in the North West region, with 4,400 measures installed in North East (14%) and 3,900 measures in West Midlands (12%). (Table 5, Figure 3).
