2. Economic statement
The annual percentage change for average UK house prices was 3.5% in the 12 months to April 2023, compared with 4.1% in the 12 months to March 2023.
The average UK house price was £286,000 in April 2023, which is £9,000 higher than 12 months ago, but £7,000 below the recent peak in September 2022. Average house prices increased over the 12 months to £306,000 (3.7%) in England, to £213,000 in Wales (2.0%), to £187,000 in Scotland (2.0%) and to £172,000 in Northern Ireland (5.0%).
On a non-seasonally adjusted basis, average UK house prices increased by 0.5% between March 2023 and April 2023, while average UK house prices increased by 1.1% during the same period 12 months ago.
Annual house price inflation was highest in the North East where prices increased by 5.5% in the 12 months to April 2023. London was the English region with the lowest annual growth, where prices increased by 2.4% in the 12 months to April 2023.
The Royal Institution of Chartered Surveyors’ (RICS’) April 2023 UK Residential Market Survey reported a fall in demand. When disaggregated, virtually all parts of the UK recorded either a negative or flat trend in home buyer demand, with the exception of Northern Ireland where a marginal rise was reported.
The Bank of England’s Agents summary of business conditions 2023 Q1 reported a modest pick-up in secondary market activity and requests for valuations, but said that demand was broadly equal to the supply of properties available.
The UK Property Transactions Statistics showed that in April 2023, on a seasonally adjusted basis, the estimated number of transactions of residential properties with a value of £40,000 or greater was 82,120. This is 25.1% lower than 12 months ago (April 2022). Between March 2023 and April 2023, UK transactions decreased by 7.9% on a seasonally adjusted basis.
The Bank of England’s Money and Credit April 2023 release reported that mortgage approvals for house purchases, an indicator of future borrowing, decreased to 48,700 in April 2023, from 51,500 in March 2023.

At the country level, the highest annual house price percentage change in the 12 months to April 2023 was recorded in England, where house prices increased by 3.7%.
Wales saw house prices increase by 2.0% in the 12 months to April 2023.
Scotland saw houses prices increase by 2.0% in the 12 months to April 2023.
Northern Ireland saw house prices increase by 5.0% over the 12 months to Quarter 1 (January to March) 2023.

Price changes by country and government office region
On a non-seasonally adjusted basis, average house prices in the UK increased by 0.5% between March 2023 and April 2023. This was down from an increase of 1.1% during the same period 12 months ago (March 2022 and April 2022). On a seasonally adjusted basis, average house prices in the UK increased by 0.4% between March 2023 and April 2023.

The amount of time between the sale of a property and the registration of this information varies. It typically ranges between 2 weeks and 2 months but can be longer. Volume figures for the most recent 2 months are not yet at a reliable level for reporting, so they are not included in the report. Published transactions for recent months will increase as later registered transactions are incorporated into the index.
Sales volume data is also available by property status (new build and existing property) and funding status (cash and mortgage) in our downloadable data tables. Comparing the provisional UK HPI volume estimate for February 2022 with the provisional UK HPI volume estimate for February 2023, volume transactions decreased by 19.0% in England, decreased by 16.6% in Scotland and decreased by 25.2% in Wales. Northern Ireland’s UK HPI volume transactions decreased by 21.3% in the year to Quarter 1 2023.
UK Property Transaction Statistics published by HM Revenue & Customs (which differ in coverage but are more complete for this period) report that on a non-seasonally adjusted basis, in the 12 months to February 2023 HMRC volume transactions decreased by 19.8% in England, decreased by 26.7% in Wales, decreased by 16.7% in Scotland, and decreased by 23.6% in Northern Ireland.

UK Property Transaction Statistics published by HM Revenue & Customs (which differ in coverage but are more complete for this period) report that on a non-seasonally adjusted basis, UK HMRC volume transactions decreased by 20.1% in the 12 months to February 2023.

Transactions involving the creation of a new register, such as new builds, are more complex and need more time to process. This means they can take longer to appear in the land registers. The volume of new build transactions for the most recent 2 months are not at a reliable level for reporting the breakdown between new build and existing resold property, so they are not included in the report.
