2. Economic statement
UK house prices grew by 2.7% in the year to October 2018, down from 3.0% in the year to September 2018. This is the lowest annual growth for the UK since July 2013, when house prices increased by 2.3%.
House prices grew fastest in the North West region, increasing by 4.9% in the year to October 2018. House prices in London fell by 1.7% in the year to October 2018. London house prices have been falling over the year each month since July 2018.
The Bank of England November inflation report highlights that the slowdown in the London market since mid 2016 is probably due to the area being disproportionately affected by regulatory and tax changes, and also by lower net migration from the European Union.
The Bank of England’s Agents’ summary of business conditions for 2018 quarter 3 reported that the housing market appeared to have softened a little with few transactions and weaker price inflation in many areas. Sales of lower-priced new-build houses continued to be supported by the Help to Buy scheme.
The Royal Institution of Chartered Surveyors’ (RICS) UK Residential Market Survey for October 2018 reported a sustained softening in demand over recent months with affordability, political uncertainty and lack of fresh stock listed as factors affecting activity. In terms of housing supply, nearly all UK regions saw a monthly decline in new instructions with average stock levels remaining close to their all-time low.
The UK Property Transactions Statistics for October 2018 showed that on a seasonally adjusted basis, the number of transactions on residential properties with a value of £40,000 or greater was 102,530. This is 1.3% higher than a year ago. Between September and October 2018, transactions increased by 0.9%.

Average house prices in the UK increased by 2.7% in the year to October 2018 (down from 3.0% in September 2018).
At the country level, the largest annual price growth was recorded in Scotland, increasing by 4.4% over the year to October 2018.
Wales saw house prices increase by 3.8% over the last 12 months.
In England, the average price increased by 2.4% over the year.
The average price in Northern Ireland increased by 4.8% over the year to quarter 3 (July to Sept) 2018.

Price changes by country and government office region
On a non-seasonally adjusted basis, average house prices in the UK decreased by 0.2% between September 2018 and October 2018, compared with an increase of 0.1% in average prices during the same period a year earlier (September 2017 and October 2017). On a seasonally adjusted basis, average house prices in the UK increased by 0.2% between September 2018 and October 2018.
Note that the Northern Ireland figure represents a three-month change and is not comparable with the other regions and countries.

4. Sales volumes
The amount of time between the sale of a property and the registration of this information varies. It typically ranges between 2 weeks and 2 months but can be longer. Volume figures for the most recent two months are not yet at a reliable level for reporting, so they are not included in the report. Published transactions for recent months will increase as later registered transactions are incorporated into the index.
Sales volume data is also available by property status (new build and existing property) and funding status (cash and mortgage) in our downloadable data tables. Transactions involving the creation of a new register, such as new builds, are more complex and require more time to process. Read Revisions to the UK HPI data for more information.

Comparing the provisional volume estimate for August 2017 to the provisional estimate for August 2018, volume transactions increased by 5.1% in England, 12.0% in Scotland, 7.3% in Wales and 4.9% in Northern Ireland.
UK Property Transaction Statistics published by HM Revenue & Customs (which differ in coverage but are more complete for this period) report that on a non-seasonally adjusted basis, volume transactions increased by 2.8% in England, 10.7% in Scotland and 5.6% in Wales in the year to August 2018.

5. Property status for UK
Transactions involving the creation of a new register, such as new builds, are more complex and need more time to process. This means they can take longer to appear in the land registers. The volume of new build transactions for the most recent 2 months are not at a reliable level for reporting the breakdown between new build and existing resold property, so they are not included in the report.
