- who have submitted a claim for Universal Credit with a personal declaration to 9 April 2020
- who have made a claim and have attended an initial interview, accepted their claimant commitment, and gone on to start Universal Credit up to 9 April 2020
- who are on Universal Credit at 9 April 2020
They also contain data for the total number of households on Universal Credit at 13 February 2020.
