Social care expert advisory group: expression of interest

Information on the Migration Advisory Committee (MAC)’s expression of interest for a social care expert advisory group.

The Migration Advisory Committee (MAC) is an independent, non-statutory, non-time limited, non-departmental public body that advises the government on migration issues. Our sponsoring department is the Home Office.

The MAC has recently been commissioned by the Minister for Future Borders and Immigration to undertake an independent review of adult social care, and the impact the ending freedom of movement has had on the sector, to be reported on in April 2022.

In responding to this commission, the MAC will make recommendations on how to address the issues which the sector is experiencing with the immigration system and to highlight where they arise within the scope of the review, and wider issues for the government’s consideration, such as employee terms and conditions.

To support this, we are establishing an expert advisory group to provide the MAC with a diverse set of expertise drawn from different aspects of social care to support across the commission.

We are looking to recruit up to 4 individuals to sit on the external advisory group.

This is not a ministerial appointment.

Role description

The expert advisory group will provide support across the MAC’s work on the social care commission, until we report our findings in April 2022.

This support may include:

  • peer reviewing analysis plans
  • providing technical advice on care sector workforce modelling
  • advising on terminology and approaches to primary research
  • supporting the development of recommendations
  • reviewing the final report, including its approach, terminology and recommendations

Due to the different strands making up this commission, we are looking for individuals with key skills and a proven track record of expertise in and knowledge of one or more of the following:

  • how the social care sector and employers operate
  • social care working conditions, workforce, incentives
  • conducting and interpreting primary research in social care
  • trends in social care and forward-looking analysis

Members will do some or all of the following:

1. utilise subject matter expertise to facilitate discussion and the development of proposals around relevant topics

2. peer review analysis plans

3. review and comment on materials produced by, or for, the group as well as drafting themselves where agreed 4. Provide technical advice on care sector workforce modelling

5. advise on terminology and approaches to primary qualitative research

6. support the development of recommendations

7. reviewing the final report, including its approach, terminology and recommendations

Eligibility

The group is open to:

  • academics and researchers with relevant expertise based at a recognised University or Research Institute/Organisation
  • individuals drawn from the social care sector at a senior level, who have extensive experience of the day-to-day functioning of businesses and their recruitment
  • individuals drawn from the third sector, who are thought leaders in the field of social care

Location of vacancy

Virtual participation in meetings required and working from home, possible face to face meetings once COVID-19 restrictions ease.

Base location

Flexible, possible occasional travel to various locations across the UK to attend meetings/workshops otherwise based at home.

Applicants will be required to sign a non-disclosure agreement before starting to work on the group.

Group members will be selected via an initial paper sift based on fulfilment of (1) role requirements and (2) key skills and experience as evidenced. This may be followed by an informal interview over Microsoft Teams if required.

Terms and conditions

Applicants will be required to sign a non-disclosure agreement before starting to work on the group.

The role incurs a fixed payment of £275 per day, with a maximum of 36 days available per individual during the programme, on a call-off basis to be determined by need.

Individuals will be expected to attend up to 1 committee meeting per month, plus undertake additional work to on a bilateral basis with the secretariat and MAC chair.
