Supplying documentation in support of a maritime anti-piracy licence registration
What private maritime security companies (PMSCs) need to provide to comply with licence conditions.
This guidance is for PMSCs who need to register to use the open general trade control licence (maritime anti-piracy) (OGTCL MA-P).
It explains what information you must supply to Export Control Joint Unit (ECJU) before you can use the OGTCL MA-P licence.
You cannot use your OGTCL MA-P licence until we have authorised its use.
What documents you need to provide
You must supply one of the following:
- evidence that you are a signatory to the International Code of Conduct (ICoC) for Private Security Service Providers
- signed confirmation on your company letterhead that you have read and agree to abide by the principles of the ICoC, and that if you could have become a signatory you would have done so
You must also supply:
- a copy of your standard operating procedures
- a copy of your rules of engagement / use of force
- your policy on the storage and disposal of firearms, including what you would do with damaged or surplus weapons
- your policy regarding zero tolerance of drugs and alcohol
- a completed form showing a list of third parties, including agents and in-country representatives, who will have access to your controlled goods
- a completed form listing of all the armouries (either land-based or vessel-based that you propose to use
You must supply this information under the terms and conditions of the OGTCL MA-P licence.
Where to send your documents
Email your supporting documents to [email protected] with your GBOGE reference number in the title of the email.
You must use your unique GBOGE reference in all correspondence with us about your OGTCL MA-P licence. Your GBOGE reference is provided by letter after you register on SPIRE, the online export licensing system.
The GBOGE letter is a registration document. It does not permit you to use the OGTCL MA-P licence.
Assessing documentation
We will assess your documentation with our advisers. This may be a short process if all the armouries and third parties you have nominated have been previously approved. You should allow at least 10 working days for this entire process to be completed.
If we need to review any organisations that have not been assessed before, the process may take longer. We may request additional information from you by email.
Registration approval
If your registration is approved, you will receive an approval letter confirming that:
- your documentation is in order
- your OGTCL MA-P licence can be used
You must keep the approval letter in your records for compliance.
