Supporting projects in Vietnam

Strategic programme funds help the Foreign and Commonwealth Office deliver its Foreign Policy Priorities and the UK government’s priorities in Vietnam for the period 2014-2018.

The British Embassy Hanoi is keen to work with partners on projects that benefit Vietnam and support the British government’s priorities.

Funding is provided by the Foreign & Commonwealth Office and managed by the British Embassy Hanoi to provide strategic support to Vietnam in priority areas and improve bilateral links between Vietnam and the UK.

UK Vietnam Fund

The UK Vietnam Fund is a flexible and effective tool enabling the British Embassy to support projects linked to the UK government’s priorities in Vietnam.

Call for proposals on the theme ‘Smart Cities in Vietnam’ for financial year 2017/18 (up to £40,000 – deadline 29 August 2017)

The British Embassy is pleased to announce a call for project proposals focusing on the theme ‘Smart Cities in Vietnam’ for financial year 2017/18.

Outcome: To support Ho Chi Minh City in developing an Intelligent Transport System Architecture as part of its ambitious ‘Smart Cities’ plans.

Call for proposals on Access to Information and media capacity building in Vietnam for financial year 17/18

The British Embassy is pleased to announce a call for project proposals focussing on two themes: access to information and the media environment, for financial year 2017/18 (two separate themes up to £25,000 – deadline 31 May 2017).

Theme 1: Access to Information (up to £25,000)

Outcome: Increased level of government transparency in Vietnam through the successful implementation of the new Law on Access to Information. Citizens, media and civil society are incrementally better able to scrutinise policy.

Theme 2: Media Environment (up to £25,000)

Outcome: Improved capacity and environment for journalists to carry out their role in promoting greater accountability and transparency more effectively.

Call for proposals on Information and Communication Technology in Education in Vietnam of financial year 2017/18 (up to £60,000 – deadline 10 May 2017)

The British Embassy is pleased to announce the call for project proposals focusing on Information and Communication Technology (ICT) in education in Vietnam of financial year 2017/18 to achieve:

Outcome: To support Vietnam’s education system in embracing new forms of digital learning through the provision of high quality content for on-line learning.

Call for proposals on Healthcare and Pharmaceutical sector in Vietnam of financial year 2017/18 (up to £40,000 – deadline 15 May 2017)

The British Embassy is pleased to announce the call for project proposals focusing on the healthcare and pharmaceutical sector in Vietnam of financial year 2017/18 to achieve:

Outcome: To enhance access of Vietnamese patients to high quality and safe medicines through supporting Vietnam in implementing the Pharmaceutical Law 2016.

You are invited to fill in the Project Proposal Form (MS Word Document, 294 KB). A full breakdown of costs in an Activity based budget (MS Excel Spreadsheet, 46 KB) must also be submitted with all proposals and following the expenditure rules set out in UN-EU cost norm 2015. Proposals with a value of less than £5,000 are not eligible.

If successful bidder is government, not for profit organisation, NGOs and civil society, we will sign a standard grant contract. For businesses, this might be in the form of commercial contract.

The clauses in the commercial contract and grant contract are by default, not negotiable and exceptions are seldom approved. Sample contracts are attached below. Please ensure that you read and are happy with their terms before applying for funds.

Prosperity Fund

The 2015 Strategic Defence and Security Review announced a £1.3bn Prosperity Fund over the next 5 years to promote the economic reform and development needed for growth in partner countries. Our priorities will include improving the business climate, competitiveness and operation of markets, energy and financial sector reform, and increasing the ability of partner countries to tackle corruption. As well as contributing to a reduction in poverty in recipient countries, we expect these reforms to create opportunities for international business including UK companies.

Projects have to operate in our main markets (Indonesia, Malaysia, Philippines, Thailand, Vietnam and additionally in Burma). Regional projects can include a small element of work in other South East Asia countries (Cambodia, Laos PDR, Brunei & Singapore) but the project’s focus should be in our main markets.
