UK Emissions Trading Scheme (UK ETS): apply for an Emissions Monitoring Plan

How to apply for an Emissions Monitoring Plan (EMP) so you can comply with the UK Emissions Trading Scheme (UK ETS).

Overview

An Emissions Monitoring Plan (EMP) is required to comply with the UK Emissions Trading Scheme (UK ETS).

You do not need to apply for an EMP if you are already regulated by the UK under the EU ETS. Read the guidance for complying with the UK ETS as an aircraft operator.

You must apply to your regulator for an EMP within 6 weeks of becoming an aircraft operator. If you miss this deadline, you must contact your regulator as soon as possible.

To apply for an EMP, you will need an account in the Emissions Trading System Workflow Automation Program (ETSWAP). ETSWAP enables notifications to be sent to and received from your regulator, sends timely reminders of any actions that might need to be taken, and allows the submission of annual emissions reports, and if required, verification reports.

Your regulator manages all EMP applications, variations, notifications, and submissions of reports through ETSWAP.

All applications to your regulator must take place through ETSWAP (unless you have agreed a separate arrangement with your regulator).

Your regulator will depend on where you are registered or reside.

England or outside the UK: the Environment Agency (EA) [email protected]

Scotland: the Scottish Environment Protection Agency (SEPA) [email protected]

Wales: Natural Resources Wales (NRW) [email protected]

Northern Ireland: the Northern Ireland Environment Agency (NIEA) [email protected]

Get an ETSWAP account

In order to use ETSWAP, you need to your regulator with the following information:

  • aircraft operator name
  • your Central Route Charges Office (CRCO) number
  • contact details for a person responsible for performing compliance actions within your operation:
    • first name
    • surname
    • telephone contact number
    • email address
    • date you became an aircraft operator

Once your regulator has this information, they will be able to set you up with an account in ETSWAP and provide you with details on how to access it.

Apply for an Emissions Monitoring Plan (EMP)

Once you access your ETSWAP account, there will be a task to submit an EMP application. On opening the task, an EMP form is presented for you to complete.

You must read part 4 of the Order, and if applicable Appendix 2 of the CORSIA SARPs to make sure that you provide all the necessary information in your application, and that you apply the applicable monitoring method(s) in relation to the size of your annual emissions.

The form within ETSWAP has been designed to help aircraft operators provide the information that is required under the Order and includes guidance on how to complete specific fields within the form. Where relevant, the form may also provide references to additional guidance documents or legislation for further information.

After you have applied

Your regulator will review your application and contact you if it has any questions or requires additional information. Once your regulator is satisfied that you are an aircraft operator and that your EMP application meets the requirements of the Order, they will issue you with an approved EMP, which you must comply with.
