CCCU banking arrangements
CCCU accounting responsibilities
County Court Central Unit
The Bulk Centre Rules of Membership stipulate that all communications between the Bulk Centre and a claimant must be to one central point. To comply with this rule the County Court Central Unit (CCCU) was set up.
The CCCU is a separate office with its own office numeral of 311400. In addition to certain duties relating to the technical side of the interface, the CCCU
- Manager signs the global statement of truth for all court actions commenced through the interface
- arranges payment and accounts for the court fees relating to claims and warrants of execution issued through the Bulk Centre as well as any other fees incurred whilst the actions remain within the Bulk Centre
- forwards correspondence received from the Bulk Centre to the appropriate debt technical office/Bradford Enforcement Unit and vice versa
- sends payments (sent directly to the CCCU or the Bulk Centre) to Banking at Shipley.
Receipt of any payments, forms or correspondence received by the CCCU will always be recorded on IDMS within ACTION HISTORY by the CCCU.
The CCCU never owns a taxpayer record or becomes responsible for any county court case. The responsibility for working individual court actions and all the associated taxpayer computer records remains with the debt technical office/Bradford Enforcement Unit.
Correspondence and Queries
As the CCCU is HMRC’s agreed point of contact with the Bulk Centre do not send court forms or other correspondence directly to the Bulk Centre or contact the Bulk Centre by phone; the CCCU will phone the Bulk Centre on your behalf. Instead, forward the correspondence to the CCCU under a covering sheet indicating the
- defendant’s name
- IDMS reference
- claim number
- HMRC customer reference with the Bulk Centre (1822)
- type of communication attached
- court fee applicable if other than claim or warrant of execution fees
- next action as appropriate.

CCCU banking arrangements
The CCCU does not have a bank lodgement account. Any cheque payments received in the CCCU will be forwarded to Banking at Shipley.
CCCU accounting responsibilities
The CCCU is responsible for
- recording and accounting for all court fees incurred (on SAFE or in the Costs Register) whilst the court action remains with the Bulk Centre
- updating IDMS costs work items whenever they update SAFE
- balancing the Costs Register annually.
