British High Commission Accra: Ghana portfolio evaluation

Background information on the fund 

The recent publication of the UK’s white paper for international development and a planned increase in bilateral spending from financial year 2024 to 2025 presents an opportunity to reassess the UK-Ghana partnership and the overarching strategic approach.

The British High Commission (BHC) Accra needs evidence to decide whether to continue covering a broad range of areas and interventions (with a limited budget for each) or prioritise fewer, deeper interventions with greater resources. The evaluation will allow BHC Accra to:

  • assess its strategic direction
  • allocate resources more efficiently
  • ensure its focus is on interventions that address Ghana’s most pressing needs, whilst also supporting UK interests

What the fund will achieve

The main focus of the portfolio evaluation is on learning, with a view to informing future strategic decisions for BHC Accra. These decisions will include country business planning and funding allocations for the next Spending Review.

The evaluation should provide learning on how the BHC’s overarching strategy, outlined in the country business plan, could be improved to better reflect:

  • the resources and tools available to BHC Accra
  • Ghana’s recent development trajectory and changing needs
  • recent UK strategies covering international objectives and development

The evaluation should also recommend how we can deliver greater development impact, by maximising available BHC programme and human resources.
