Evidence Fund: evaluation draw-down service

Closed: the FCDO invited tenders by 23 August 2024 for a draw-down service to conduct project-level evaluations for the Evidence Fund.

This opportunity closed on 23 August 2024.

This service will enhance access to new research and evidence for FCDO staff and national counterparts.

Each evaluation will focus on a single project or similar cluster, assessing relevance, coherence, efficiency, effectiveness, impact and sustainability.

Evaluations produced through the draw-down service will likely be brought together in a final portfolio evaluation when the programme ends (planned for March 2027) and will influence the design of successor programmes.

Additionally, the FCDO may require others forms of evaluation activity to be conducted through the draw-down service, potentially including evaluability assessment, portfolio-level evaluation and value for money analysis.

The FCDO expects the service to start in September 2024.
