The Civil Contingencies Act (2004) establishes a legislative framework for emergency planning arrangements at the local level. The Act requires Category 2 responders, many of whom are private sector bodies (e.g. utilities, transport companies), to co-operate and share information with Category 1 responders (e.g. emergency services and local authorities) to inform multi-agency planning frameworks. This section supports Category 1 and 2 responders in their implementation of these duties by publishing in one place, generic information about the industries covered by the Act. It provides a portal for Category 2 sectors to pro-actively publish information about their industries to promote awareness among front-line responders. It provides a valuable mechanism for ensuring that Category 1 responders have ready and easy access to much of the generic information they need. It is not intended to replace or dilute the local engagement mandated by the Act, but it may help local partners to focus this engagement on issues specific to their locality.
