This guidance aims to establish good practice based on lessons identified from responding to and recovering from emergencies both in the UK and internationally. It accompanies Emergency Preparedness which provides guidance on how to implement the Civil Contingencies Act (CCA) regime (including guidance on risk assessment, emergency and business continuity planning, communicating with the public, co-ordination, information sharing and for local authorities only, business continuity promotion). The Emergency Response and Recovery guidance aims to further develop:
- a shared understanding of the multi-agency framework for emergency response and recovery at the local level, and the roles and responsibilities of individual organisations
- a shared understanding of the role of local and national levels in emergency response, and how they will work together
- a common frame of reference, especially concepts and language, for those involved in responding to emergencies
The modifications made since this document was first published in November 2005 reflect the organisational and operational changes that have occurred as well as the commitment given by the Home Secretary in response to the Coroner’s report on the 7 July London bombings.
The guidance was updated in liaison with subject matter experts and stakeholders. It is a living document and will be subject to further updates; we welcome comments and suggestions. If you have any, please email [email protected].
