Part 1 of the bill will:

  • create a new broadband Universal Service Obligation (USO) which will set out how government and industry will deliver broadband connectivity. This will ensure everyone has the legal right to request connection to 10Mbps broadband
  • enable Ofcom to set requirements on providers to make available more information on the matters that count to consumers, including complaints, statistics and accurate broadband speeds. Opening up this information will enable the development of more innovative apps and consumer tools
  • require providers to follow procedures set by Ofcom when customers wish to switch provider, or compensation is due
