Estate regeneration is a long term, complex and costly process. Attracting private finance to ensure scheme viability, and to reduce risk in the early stages, can be challenging. At each phase of a regeneration scheme, from preparation, through to planning and delivery, different forms of finance need to be tailored to the unique challenges presented.

Historically, estate regeneration schemes have almost always relied upon government grant funding. A major ambition of the new approach to estate regeneration, and reflecting the current fiscal climate, is to explore and promote innovative methods of financing estate regeneration that encourage greater private investment and reduce reliance on the public purse.

This guidance document aims to help landowners explore the options available to them when beginning an estate regeneration project. It outlines different routes to private investment and the ways in which the public and private sectors can create effective partnerships to deliver successful schemes.
