This section of the estate regeneration national strategy outlines the important place leadership role local authorities can play to support estate regeneration. Whether as direct owner of estates, local planning authorities or conveners, local authorities have a significant role in promoting housing supply, commissioning services, providing wider place-based regeneration and local growth and supporting cohesive communities.

Adopting a place-based approach to regeneration enables local authorities to join up estate regeneration with other strategic priorities and regeneration opportunities to provide enduring places and better outcomes for residents.

They also have a crucial role in ensuring good urban design principles are applied so that estates become well connected, distinctive and attractive neighbourhoods that integrate with their surroundings. They also ensure that the local planning system anticipates and plans for high quality future estate regeneration schemes.
