Details

A watchdog and monitor for the strategic road network were created by the government’s roads reform programme.

The Highways Monitor, part of the Office of Rail Regulation, will be responsible for the monitor function. This means monitoring the performance and efficiency of the strategic highways company (Highways England) and, where necessary, taking enforcement action.

This memorandum of understanding gives more detail on these responsibilities and explains how government, the highways monitor and Highways England will interact.

Working together , the watchdog and monitor will bring unprecedented transparency to the performance of the network operator. They will provide published advice to the Secretary of State for Transport.
