Details

Watchdog and monitor functions for the strategic road network were created by the government’s roads reform programme.

The highways monitor, part of the Office of Rail Regulation, will be responsible for the monitor function. This means monitoring the performance and efficiency of the strategic highways company (Highways England) and, where necessary, taking enforcement action.

This guidance describes how the monitor should carry out these activities and how it should approach enforcement action.
